It is reported that manufactures do this so that they can charge higher roaming fees. They also count on our consumer oriented society and are assured that you, as a consumer will want the next best cell phone.
Unless you are an advanced technical person and can upgrade software on your phone so that it becomes unlocked, you may want to do research and buy unlocked phones.
